The system, which covers 30 sq miles was set up to help attract and retain knowledge-based businesses, computer-savvy residents and young entrepreneurs. The city contracts to supply pre-determined amounts of bandwidth to government institutions and businesses, and it’s the surplus that they don’t use that becomes available to operate the free Wi-Fi network.
